How to create a special effect photo border. 
Step 1- Open a photo. Click on the quickmask mode button. 
Step 2- Select an area with the marquee tool approximately 1 inch 
away from the border. Fill with black, deselect. Apply a large 
gaussian blur (10-20). 
Step 3- Choose a cool filter - to obtain the desired special effect, 
such as gallery effects sprayed strokes. 
Step 4- Go back to standard mode, and choose delete.

1) If you're using PS 3.0.4 or higher, you should already have the 
GIF89A plug-in. If you don't, you can download it from Adobe's Web site http://www.adobe.com.This supports interlacing, transparency, has its 
own preview window, and allows resampling to adaptive, exact or system 
palettes. Plus, since it's an export filter, you can do all that without 
altering the original image.


2) DayStar recently began giving away their Photomatic plug-in, which 
automates all Photoshop functions. Because it's recordable, all you have 
to do is activate it and start Photoshopping. When you're done, save the 
macro and you will have a complete record of all your actions that you 
can play back on a series of images. This allows you, for example, to 
automatically convert an entire folder of CMYK TIFFs to interlaced 
transparent RGB GIF files while you're at lunch. Neat, huh? And it's
